Lebanon seeks a provider for a comprehensive social media monitoring and analytics platform to track and analyze tensions and community narratives across multiple online sources.

KEY REQUIREMENTS

Proposer must be a legally registered entity.
Proposer must have a minimum of 3 years of experience in humanitarian and tension fields.
Proposer must have a minimum of 2 similar experiences over the past 3 years in social media monitoring and analysis with a cumulative contract value of USD 50,000.
Proposer must have an annual average turnover of USD 50,000 for at least 3 of the past 4 years (2021, 2022, 2023, 2024).
Proposer must not be suspended or identified as ineligible by any UN Organization, the World Bank Group, or other International Organization.
Proposer must not have any conflicts of interest.
Proposer must not have declared bankruptcy, be involved in receivership proceedings, or have any pending legal action that could impair its operations.
English language proficiency is mandatory for all proposed key staff experts.

DESCRIPTION

The selected vendor will provide a social media monitoring system and analytical dashboard services focused on identifying and analyzing narratives relating to communal relations and tensions within Lebanon. The platform must deliver real-time data on sentiment prevalence and timing, especially reactions to events, and pinpoint key influencers such as top publishers. It should offer access to historical data for specific topics and keywords, as well as report on reach, volume, and engagement trends over time. Additional requirements include breakdowns by source type, geographic analysis of mentions where available, and surfacing top engaged content for defined periods.

Advanced features are required, such as tagging, translation, AI-assisted clustering of topics and narratives, manual sentiment adjustments where supported, and efficient distribution of search results. The system should consolidate social media data from multiple sources, including X (Twitter), Facebook, YouTube, blogs, selected news sources, and any other supported channels. Access to a real-time search engine is key, enabling analysts to use custom keyword and Boolean string searches. The dashboard must be configurable, displaying analytics and real-time search results, including mentions, reach, engagement and sentiment trends, top publishers, top locations, topic clusters, and top engaged content.
