This RFP seeks a vendor to deliver a social housing energy retrofit framework service with a global and New York focus. The goal is to improve climate governance in cities by reducing regulatory complexity, increasing technical capacity, and unlocking financing constraints to enable effective and inclusive energy actions.
The framework includes integrated approaches to grid infrastructure and affordability, to ensure fair access to clean energy, manage grid defection risks, maintain cross-subsidisation, and expand services to informal settlements. The service will emphasize enhanced governance and capacity building to support municipal leadership in delivering equitable, climate-resilient energy solutions.
Key tasks include conducting a desktop review of selected Global South social and affordable housing retrofit programs, synthesizing transferable lessons on sequencing, affordability, and institutional models, and clarifying definitions of social housing and city-level enabling roles. The vendor will also develop a screening-level baseline energy estimation framework applicable to each housing typology, utilizing available secondary data, including GIS or spatial datasets, to create a high-level spatial overview of social housing stock per metro area.
