The curriculum should address risk mitigation, compliance training, infrastructure development, bonding, operational excellence, and strategic planning. Regular reporting is required to demonstrate program progress and measurable outcomes.

Additionally, the program must feature a quarterly engagement calendar, including workshops, webinars, and in-person sessions, to ensure clear communication of upcoming opportunities for all stakeholders. The overall goal is to create a replicable and scalable model that drives durable, long-term success for small business contractors as their project demands grow.
