The Naval Research Laboratory (NRL) intends to issue a sole source purchase order to DS Government Solutions Corp of Waltham, Massachusetts for the provision of SIMULIA Abaqus/CAE Extended (Shareable) and Extended Tokens, one-year licenses. The procurement will be conducted in accordance with Federal Acquisition Regulation Part 13.106–1(b) using simplified acquisition procedures for purchases not exceeding $350,000.
Interested parties may submit information demonstrating their ability to satisfy the requirements. All submissions must provide clear and convincing evidence that competitive procurement would be beneficial to the government. Responses will be evaluated exclusively to determine the possibility of opening competitive procurement. The final decision on whether to proceed competitively will be at the sole discretion of the government.
