Obtain a Lexington-Fayette Urban County Government business license, if applicable, prior to award
Not knowingly violate campaign finance laws of the Commonwealth of Kentucky within the past five years
Not knowingly violate Chapter 25 of the Lexington-Fayette Urban County Government Code of Ordinances (Ethics Act)
Comply with all contractor registration requirements (Section 5-85 of the Code of Ordinances) and ensure subcontractors also comply
Submit an Affirmative Action Plan for the firm
Submit a Current Work Force Analysis Form
Comply with Civil Rights Laws (Title VI, Title VII, Executive Order 11246, Section 503 Rehabilitation Act, Section 2012 Vietnam Era Veterans Readjustment Act, Executive Order 12086)
Submit documentation of good faith and outreach efforts for DBEs, MBEs, WBEs, VOSBs, and/or SDVOSBs
If a certified firm, indicate all certification types and supply a copy of the certificate or certification letter
If subcontracting, describe steps taken to solicit small and disadvantaged businesses
Be pre-qualified in Traffic Engineering and ITS System Maintenance, Management, and Operations with the Kentucky Transportation Cabinet (KYTC)
Identify corridor segments running the same synchronized timing plans
Determine the minimum cycle length required for each corridor segment and check for recommended VRU scheme timing
Be capable of identifying intersection operation problems
Determine when and where to use Pedestrian Recall, Rest in Walk or alternate timing along a corridor
Determine where to use No, Standard, Leading, Lagging, Negative, Exclusive, or Red Extension Pedestrian timing
Recommend intersections where Audible Pedestrian Signals should be added
Prioritize implementation corridors or areas by comparing congestion and crash data for the last 24 months or CY 2024-5
Make up to two presentations to the Urban County Council on findings and recommendations
Provide a detailed description of the approach and plan of action for VRU Signal Timing optimization
Provide a proposed timeline including milestones for completion of the project
Provide experience and background relevant to the project along with similar past projects with other municipalities
Provide project pricing broken out by task type
Procure and maintain specified insurance coverages (General Liability, Auto Liability, Worker's Compensation, Employer's Liability, Professional (E&O) Liability)
Lexington-Fayette Urban County Government to be named as an additional insured in the General Liability Policy and Commercial Automobile Liability Policy
Provide at least 30 days advance written notice for policy cancellation or non-renewal
Insurers must have a rating classification of no less than Excellent (A or A-) and a financial size category of no less than VIII
Comply with all applicable federal, state, and local safety standards related to the performance of works or services
Furnish all applicable Certificates of Insurance prior to final award
Be a duly organized and authorized to do business under the laws of Kentucky
Have full legal capacity to provide the services specified under this Contract
Have all necessary right and lawful authority to enter into this Contract
Sign the proposal by a duly authorized officer, agent, or employee
Affirmatively state that there are no actions, suits, or proceedings of any kind pending against Respondent that would adversely affect the authority or ability to perform obligations

Successful finalist must execute Agreement/Contract within ten (10) business days after submission of an agreement.

Consultant fails to commence work within 30-days of written Notice of Award.
