DESCRIPTION


The project seeks a vendor to update sign regulations, including standards for permitting and enforcement, inspection and maintenance, nonconforming signs, exempt signs, prohibited signs, temporary signs, and permanent signs. The selected firm will integrate contemporary best practices for sign regulation and align recommendations with the land use goals and vision set out in the adopted master plan.

Responsibilities include collecting and analyzing sign regulation best practices from at least five municipalities, identifying areas where graphics or measurement illustrations can enhance clarity, and offering recommendations regarding temporary sign standards, digital and electronic message signage, overlay district provisions, and existing permitting and enforcement procedures. The vendor will produce a draft sign ordinance for review at 90% completion, review current regulations for consistency, and recommend updates to ensure the revised ordinance is defensible, well-organized, and practical to implement.

A focus on simplifying the ordinance structure and reducing unnecessary complexity in tables and cross-references is emphasized. The selection process will be based on qualifications, and questions regarding the RFP must be submitted no later than March 23, 2026.
