The City of Grand Rapids, Michigan is seeking a vendor to deliver shared micromobility services such as bikes or scooters.

Submit a signed Conflict of Interest Form
Provide a history of claims, settlements, arbitrations, litigation proceedings, and civil actions involving $20,000 or more for the last five years
Provide details of any current or threatened legal actions in Michigan against the proposer or its parent company, subsidiaries, partners, principals, or joint venture companies by a governmental entity
Provide a list of all enforcement actions taken against the proposer during the last five years by any regulatory agency
Inform the City if any permit, franchise, license, entitlements, or business licenses have been revoked or suspended in the last five years
List any claims against a Bid or Performance Bond and the results or any contractual defaults or termination over the last five years
Maintain commercial general liability insurance of at least $10,000,000 per occurrence and general aggregate
Maintain motor vehicle liability insurance of $1,000,000, including Michigan no-fault coverages
Maintain worker’s compensation insurance
Ensure all insurance is issued by insurers authorized in Michigan with a minimum A- rating and Financial Size Category V
Name the City as an additional insured on all insurance coverages
Agree not to discriminate against any employee or applicant based on protected characteristics
Certify taxpayer identification number
Certify non-collusion
Certify not an 'Iran linked business'
Not be suspended, debarred, excluded, or ineligible for participation in or from receiving Federal funds
Comply with all applicable laws, court decisions, and administrative regulations
Provide a Privacy Policy safeguarding user information
Provide real-time access to data via General Bike Share Feed (GBFS) and Mobility Data Specification (MDS) APIs
Operate shared micromobility services 24 hours per day, 7 days per week
Provide English and Spanish languages for the website, mobile app, call center, marketing materials, and all required communications
Proactively pick up vehicles parked outside Designated Parking Zones (DPZs) after more than 12 hours
Ensure all shared micromobility vehicles are parked in DPZs between trips
Offer free, properly fitted bicycle helmets to all shared micromobility account holders who are City of Grand Rapids residents, unless they opt out
Accept other forms of identification for account registration to serve as proof of age
Provide a single point-of-contact customer service line available 24 hours per day
Address complaints within 3 hours during normal business hours and within 12 hours during non-business hours and weekends
Submit Annual Bid Discount Request Form [BD Form-3] and relevant documentation to the Office of Equity and Engagement at least seven days prior to the bid opening date for bid discounts
Submit Declaration of Bid Discounts form [BD Form-1] to the Purchasing Department with the bid response
Submit EEO 201 (BD Form-4) for Local Workforce bid discount
Be certified with the City of Grand Rapids for Micro Local Business Enterprise (MLBE) bid discount
Submit Income Tax Incentive Information Release (BD Form-5) for Income Tax Incentive bid discount
Substantiate that the principal place of business has been in a Neighborhood of Focus (NOF) for at least six months for NOF bid discount
Complete Business Size Worksheet form [BD FORM-7] and attach evidence of registration with the Small Business Administration (SBA) as a veteran-owned small business for Veteran Owned Small Business (VOSB) bid discount
Attach evidence of registration with Certified EO or NCEO as an Employee-Owned Business for Employee-Owned Business (EOB) bid discount
Attach evidence of official recognition of a family-friendly practice or policy by a federal, state, or local organization for Family Friendly Policies bid discount
Attach proof of active annual participation with West Michigan Environmental Action Council for Adopt-A-Stream Program bid discount
