DESCRIPTION
The agency is seeking information from vendors to modernize and enhance its Service Obligation Loan Repayment (SOLR) system. The objective is to procure a modern, secure, and scalable system for tracking and managing scholarship service obligations, with improved integration to agency systems, greater automation, enhanced reporting, and strengthened compliance monitoring.
Key system functionalities include an automated pre-notice system, pre-notice tracking reports, automated service questionnaire notices, automated monthly status and repayment reports, real-time status maintenance, and automated notifications for form submissions and repayment status changes. Additional requirements include student tracking spreadsheets with snapshots, a comprehensive internal audit module, and automated review status notifications.
Vendors are encouraged to propose SaaS, hosted, hybrid, or on-premises solutions, clearly stating all deployment assumptions. The modernization aims to reduce manual intervention and minimize implementation time, cost, and operational risk. The anticipated contract period is five years.
