The government authority in Philadelphia, Pennsylvania is seeking a vendor to deliver senior procurement advisory and organizational redesign services. The selected partner will perform a comprehensive assessment of the agency's current decentralized procurement environment, identifying gaps, inefficiencies, and maturity levels across departments. The objective is to develop an actionable roadmap for transitioning to a more centralized, strategic, efficient, and value-generating procurement function.
The scope includes reviewing existing organizational structure, procurement processes, and spend categories; benchmarking against peer municipalities and leading centralized procurement organizations; and defining the vision, guiding principles, governance model, and organizational design for the new procurement function. The initiative requires senior advisory input with demonstrated executive-level procurement expertise, preferably in public sector or large, complex organizations. Clear summaries of findings and recommendations are expected, including a transformation roadmap. The contract period will span three years.
