A large-scale Pretreatment program in New Jersey is seeking a vendor to provide Commercial Off the Shelf (COTS) software for self-monitoring reports that are compliant with the Industrial Pretreatment Program (IPP). The required software should offer comprehensive management capabilities, including inspection, permitting, enforcement, sampling operations, and data management.

The system must support core functionalities such as managing general and discharge permit information for Industrial Users (IUs), standardizing enforcement processes, and automating sample event data import. It should offer features for documenting records to meet legal defensibility standards, as well as tracking Notices of Violation (NOV) and other enforcement actions. Additional requirements include a self-service website for user entry and access to self-monitoring data, robust reporting tools, industrial user record and violation management, tracking of deadlines, automation of event scheduling, and online inspection tools for remote data submission. The software should facilitate permit applications, renewals, revisions, and streamline all reporting and recordkeeping aspects necessary for compliance.
