DESCRIPTION


This RFI seeks a vendor to provide a secure content management and collaboration platform with integrated electronic signature capabilities, workflow automation, and artificial intelligence (AI) features. The solution must support CAC/PIV based signing, routing, and audit tracking within the platform, accommodating high-volume signature transactions for both internal and external users without per-transaction pricing constraints. Business users should have access to low-code or no-code workflow automation tools, enabling them to design and manage workflows efficiently.

The platform must offer standard, non-proprietary APIs and integration capabilities for interoperability with Department systems, including identity, security, and records management platforms. Comprehensive training and onboarding resources tailored to various user roles are required to ensure effective adoption and usage.

Secure collaboration features are essential, facilitating interactions with internal and external users—including international and non-government partners—without mandatory enrollment in Department-managed identity systems. The platform should enable seamless onboarding, secure content exchange, and support account-free submission for inbound data collection, while enforcing advanced content protections such as access expiration, download restrictions, watermarking, and access revocation.

Finally, the proposed platform must be capable of global, enterprise-scale operations with elastic scalability, free from storage limits or incremental storage costs, and should not restrict operations with per-external-user or per-transaction licensing. Rapid configuration of core features like workflow automation, document processing, and content portals using out-of-the-box functionality is required.
