DESCRIPTION


The selected vendor will provide, configure, implement, and support a secure billing and encounter submission platform for provider organizations. This platform must feature secure authentication and user access controls, web-based and/or API submission capabilities, and the ability to upload supporting documentation. The interface should be user-friendly, designed for non-technical billing staff, and capable of real-time or batch validation of required fields.

Additional requirements include automated flagging of incomplete or inconsistent submissions, workflow tracking for each submission stage, comprehensive audit trails, and structured export or integration with billing systems, clearinghouses, or payers. The platform must generate claims-ready datasets and adhere fully to HIPAA and PHI protection standards, with robust role-based access controls, encryption of all data in transit and at rest, and detailed audit logging and monitoring.

A secure, HIPAA-compliant hosting environment is required, preferably cloud-based, with a modular, API-first architecture and interoperability with industry standards such as HL7, FHIR, and HIE. The system must support configurable data fields and forms, scalable infrastructure for future growth, and high availability and reliability.
