The selected vendor will provide expert consulting services to evaluate the administration and impact of sales and use tax revenues designated for behavioral health and therapeutic courts services for the government authority in Tacoma, Washington. The consultancy will focus on reviewing whether funded programs and strategies effectively target the needs forecasted in the six-year plan and align with the legislative policy objectives set at the time the tax was enacted.
Consultants will assess whether these programs have measurable impacts at the community level, using both qualitative and quantitative data, and will examine compliance with data provisions for evaluation as required by contract. The engagement includes analysis of the organizational and operational structures established for tax administration (including RFP practices and needs forecasting), comparing them to best practices in other jurisdictions, and determining their effectiveness for cost and community impact.
The scope also encompasses recommendations for potential changes to organizational or operational strategies to improve fund distribution, and an assessment of quality assurance and auditing practices regarding the funded programs.
