The Army Training Information System (ATIS) in Newport News, VA is seeking the renewal of Rustici Content Controller software licenses. The requirement encompasses dynamic licensing capabilities, supporting a large user base ranging from 500,000 to 2,000,000 licenses. The selected solution must offer a content management interface for efficient management and distribution of training materials to a Moodle Workplace–based Army Learning Management System (LMS), specifically version 4.5 or higher.
The software must serve as a comprehensive learning interoperability tool or web application, providing essential functionalities such as assessments, content delivery, and communication tools. It should allow users to access features directly within the LMS environment, eliminating the need for separate logins or accounts. The platform must also support importing, delivery, and tracking of a wide variety of content formats, including SCORM 1.2, SCORM 2004 (2nd, 3rd, and 4th editions), AICC, xAPI, cmi5, PDF, MP4, and Cross-Domain content, as well as generate SCORM, cmi5, and AICC .zip files compatible with any standards-compliant LMS.
Additionally, the software is required to support advanced Cross Domain Functions, including both receiving key learning data and sending specific actions and status updates to the LMS. Timely processing and interoperability with the host LMS are critical to ensure accurate tracking and reporting of training outcomes.
