DESCRIPTION


The City of Calgary is seeking a vendor to provide a replacement for its existing Rights-of-Way Management (CROWM) online portal and E-Permits permitting system. The new solution must be scalable to incorporate additional permit types currently handled through E-Permits and should support all stages of the permit lifecycle, including intake, review, issuance, and document management for work occurring in City-owned and managed rights-of-way.

The proposed system should adhere to modern development standards, feature a modular interface, configurable workflows, and enable integration with other City systems. The design should draw on lessons learned from the previous platform to optimize staff efficiency and improve overall functionality.
