The Commonwealth of Virginia is seeking information from vendors specializing in web-based budget formulation tools. The desired solution must support at least 60 user accounts with role-based access control, ensuring secure and tailored access for multiple users. Key functionalities include the ability to import and export data (such as via CSV files), a user interface for submitting budget and staffing adjustments, and features allowing administrators to define custom calculation logic for aggregating and forecasting salary and non-salary budgets using a variety of drivers.

The system should also allow for the saving and comparison of multiple budget scenarios, enabling dynamic scenario planning. Standardized, professional reporting capabilities are required, with fixed data elements and user-defined prompts to filter report data.
