The State of Michigan is requesting information from vendors regarding an enterprise Freedom of Information Act (FOIA) software solution designed to manage public records requests. The desired system should be hosted in a secure government cloud environment, offering robust features such as task generation for retrieving records from multiple worksites, invoicing, redaction, document production tracking, internal communication, advanced reporting, and searching capabilities.
Essential requirements include a configurable menu for FOIA request categories, encryption of all data both in transit and at rest using 256-bit AES and TLS 1.2/HTTPS or higher, along with secure encryption key management. The system should feature an intuitive and responsive design to ensure usability on mobile platforms, and it should employ version control software. Detailed documentation, including functionality maps, architectural maps, training materials, visual aids, and recorded training sessions for ongoing reference, are also expected.
Vendors are encouraged to describe any optional add-on modules or plugins that enhance the system’s capabilities. Questions regarding this request should be submitted by December 8, 2025.
