DESCRIPTION

The government authority in Pennsylvania is seeking information from vendors for a public procurement portal solution. This solution should be capable of supporting enhanced public-facing and supplier-facing functions, such as supplier onboarding integrated with the SAP Business Network, replacing the DGS Supplier Search site, and facilitating state agency website functionality for cooperative purchasing programs. Additionally, the platform should manage small business and diversity certification applications and renewals.

The Commonwealth is interested in commercially available COTS, SaaS, and configurable platforms. Critical features include automated or structured postings of procurement notices, version control, amendment tracking, comprehensive search, filtering and export options, as well as robust notification subscription services. The portal must also consolidate legacy portals while maintaining public URL continuity, ensure compliance and audit controls, and support publication and review workflows.

Integration capabilities are required for various methods such as APIs, middleware, and batch processing, supporting both real-time and scheduled synchronizations. Security, accessibility, scalability, and optional future domain expansions will also be important considerations.
