RFI for Payment Processing Platform

State agencies in Indiana are seeking information regarding the development and implementation of a centralized payment processing platform. The objective is to provide a standardized solution that enables agencies to accept electronic payments, including credit card, debit card, and electronic check transactions, across digital and in-person channels such as agency websites, mobile applications, and physical locations.

Interested vendors are requested to outline their approach to the implementation and onboarding of large, decentralized organizations, with particular emphasis on the ability to balance cost recovery with a positive payer experience. Respondents should share examples of financial structures currently in use and indicate whether their proposed solution supports maintaining an exclusive dual-vendor model or transitioning to a more inclusive multi-vendor environment.

Additionally, vendors are encouraged to describe opportunities to introduce new payment services and channels for agency customers, as well as their current arrangements for serving state or public-sector clients. Dedicated account management and on-site support capabilities for enterprise clients should also be addressed. All questions related to this request must be submitted no later than January 23, 2026.
