Alberta is seeking information from vendors on digital solutions designed to support overdose response and provide mental health and addiction support services. The focus is on solutions that enable real-time intervention, particularly for individuals who use substances alone, and to extend prevention and recovery-oriented care across varied populations, including rural, remote, and Indigenous communities.
Desired digital services include the development and implementation of secure, privacy-compliant applications or platforms that facilitate overdose response, emergency services dispatch, and ongoing recovery support. Solutions should be capable of integrating with existing healthcare systems, emergency services, and community-based recovery resources. Required features include real-time monitoring, analytics for emergency escalation, and tools for generating policy-relevant reports. Service delivery must be culturally safe and accessible, employing user engagement strategies that are sensitive to the needs of priority populations.
Vendors are asked to consider challenges such as supporting individuals without mobile phones, responding effectively in areas with delayed EMS response, and linking clients to recovery communities post-overdose. Additional expectations include providing evaluation and feedback mechanisms, descriptive analytics, robust data governance, and performance measurement. Successful solutions should also encompass deployment support, staff training, change management, and ongoing technical maintenance.
