The State of Florida is seeking information from qualified vendors regarding the provision of Microsoft Entra Identity Services. The initiative encompasses advisory, design, and implementation support for Microsoft Entra, with an emphasis on advanced identity governance and administrative enablement activities.
Vendors should be capable of delivering comprehensive training at both administrator and advanced administrator levels, as well as designing a scalable and secure administrative framework within a flat Entra directory. Responsibilities include providing strategic advisory services, architectural design, implementation support, and operational guidance in areas such as identity governance, authentication modernization, federation, security, and automation. This also involves implementing delegated administration using administrative units that support agency-specific scopes and separation of sensitive functions.
Additional requirements include the validation and deployment of advanced authentication methods such as YubiKeys, Windows Hello for Business, FIDO2, Microsoft Authenticator, and Temporary Access Pass. The project further covers the implementation of VPN-less self-service password reset with writeback, configuration of Entra B2B federation, management of guest identity lifecycles, development of licensing strategies, and automation for the cleanup of external accounts. All questions related to this request must be submitted by January 30, 2026.
