RFI for Managed Identity and Access Management Solutions

The State of Iowa is seeking information from vendors regarding managed identity and access management (IAM) solutions tailored for a public higher education environment. These solutions should provide comprehensive IAM platforms and related professional services, capable of ingesting identities from a variety of authoritative and non-authoritative sources and correlating identities across multiple campus and cloud systems.

Key requirements include integration with Microsoft Entra ID, on-premises Active Directory, Ellucian Colleague (on-premises and SaaS), Canvas, and CRM platforms such as Salesforce, Dynamics, and Element451. The solution should offer configurable workflows and approvals, support for licensing, group assignments, and entitlement automation.

Vendors should detail available deployment options, including SaaS, on-premises, and hybrid models, as well as supported hosting environments and regions with high availability. The ability to operate within hybrid identity environments and clarify customer vs. vendor responsibilities for various deployment models is essential. Integration methods such as APIs, event-based triggers, connectors, and agents should be described, alongside approaches for connecting with less common systems or legacy environments without modern authentication or APIs.
