DESCRIPTION

The organization seeks a comprehensive Lexis online legal research databases system. This system must provide access to an extensive collection of federal and state case law, statutes, court rules, regulations, attorney general opinions, administrative rulings, and unpublished decisions from the military Courts of Criminal Appeals. It should also include case history and validation services through the Shepard Citation Service, covering direct and subsequent history, treatment analyses, and references from court cases and legal literature.

The database must deliver a robust set of legislative materials and histories dating as far back as 1776, along with access to Matthew Bender legal treatises on a variety of legal topics. Additional components include law journals, news sources, trade publications, public records (such as contact information, real estate, bankruptcy, tax liens, and criminal filings), and the advanced Lexis+ platform with AI-powered search and memo drafting capabilities. Features required are both basic and advanced search, document analysis, citation tools, automated updates, and options for printing or downloading.

The provider must offer 24/7 technical and reference support, as well as on-site support and training. The solution should facilitate legal research through specialized search functions, visual research tools, content comparison utilities, and practice area guidance.
