RFI seeking providers of comprehensive, trauma-informed services for minors who are victims of sexual exploitation and trafficking in Hawaii.

DESCRIPTION


Hawaii is seeking information from qualified providers capable of delivering comprehensive, trauma-informed services for minors who are suspected or confirmed victims of commercial sexual exploitation, sextortion, and labor sex trafficking.

Required services include emergency, transitional, and short-term housing; medical and mental health services; provision of basic living supplies, clothing, and food; legal support and advocacy; crisis intervention; emotional and physical support; employment assistance; protective and safety planning; social service advocacy; transportation; educational support including school, GED, and vocational programs; and assistance with government benefits.

The program must offer a 24/7 accessible and comprehensive continuum of care designed to serve minors of all genders who are victims of sexual exploitation. This includes immediate access to emergency beds, crisis interventions, trauma-informed therapeutic and counseling services, supervision, case management, and referral services. Providers should also offer assessments, safety and crisis planning (including access to hotlines), as well as outreach and advocacy support to ensure the safety and well-being of these vulnerable youth.
