RFI for Election Management System

Municipalities in Alberta are seeking information from vendors regarding an Election Management System (EMS) that can effectively support local election processes. Vendors are invited to provide detailed and concise written responses outlining the EMS product name and version, as well as descriptions of core modules and optional add-ons. Information is requested on whether the proposed system is an integrated platform or consists of a suite of interoperable components.

Respondents should address supported deployment models, including options for SaaS/cloud, on-premise, and hybrid implementations. The submission should include references or examples of similar implementations for municipalities with comparable size and complexity, as well as a typical timeline and phasing for EMS deployment.

Key features to be described include capabilities for incident logging (with categories, sub-categories, and priority levels), assignment workflows, and availability of a knowledge base. The EMS should support notes, watchers/notifications, dashboards, and comprehensive reporting—especially during peak election periods. Additionally, details regarding the data migration and validation strategy, environment segmentation (test, training, production), and support models (highlighting peak election coverage, escalation paths, and extended support hours) are required.

Vendors should also detail how the solution scales with factors such as voter population, number of polling locations, and users. Information on separately priced optional modules or add-ons, as well as emerging capabilities like predictive planning and advanced analytics, is encouraged. The submission should conclude with a product roadmap outlining planned developments over the next two to four years to meet evolving municipal election needs.
