RFI for Discretionary Access Control System

An agency invites information from qualified vendors regarding the implementation of a cloud-based Discretionary Access Control (DAC) System for managing physical keys within TV and Radio production environments. The primary aim is to control access to a range of physical assets—including keys to premises, devices, technical areas, equipment, and broadcast vehicles—and to maintain an audit trail for their usage across multiple sites with varying workflows.

The proposed solution should be delivered as a cloud-based SaaS platform to centralize, manage, and track these assets in conjunction with discretionary access control hardware. This system must support secure authentication through two-factor authentication (2FA) and Single Sign-On (SSO), while meeting accessibility standards by adhering to WCAG 2.1 Level AA guidelines. The platform must enable seamless migration of existing user data, provide real-time updates visible to all authorized users, and support concurrent access from multiple users on different devices.

Vendor submissions will be evaluated for compliance with technical, security, and accessibility requirements, with agency approval necessary prior to onboarding. The agency seeks input on solutions that offer robust asset management and enhance the security and efficiency of production environments.
