RFI for Community-Based Outreach and Advocacy Services

The State of Hawaii is seeking information from qualified organizations to provide community-based outreach and advocacy services aimed at supporting and engaging youth and families. The primary goal is to prevent juvenile delinquency, reduce recidivism, and promote positive youth development through accessible, responsive, and developmentally appropriate approaches.

Services should emphasize early intervention, diversion when appropriate, and sustained engagement tailored to the needs of youth and families within their communities. Key elements include early and consistent engagement, relationship-building, close coordination with community and system partners, and the flexibility to adapt services as needs evolve. Applicants are expected to conduct outreach and engagement activities specifically designed to identify and involve hard-to-reach, hidden, and vulnerable youth populations, including outreach during afternoons, evenings, and weekends.

The scope of work also involves building and maintaining trusting relationships with youth and families to ensure continued participation in services. The approach is designed to promote stability, collaboration, and overall well-being while complementing existing juvenile justice system efforts related to prevention, diversion, and sustained community support.
