The City of Vancouver, Washington is seeking a vendor to provide capacity building services for its local Revolving Loan Fund (RLF) in partnership with the city's nonprofit Community Development Financial Institution (CDFI) partner, Business Impact Northwest. The selected community-based organization (CBO) will collaborate in the management and promotion of the RLF, assist in identifying eligible small business loan recipients, and demonstrate a commitment to pursuing official CDFI certification, ultimately transitioning to sole management of the fund.
Responsibilities include developing loan criteria, application procedures, and repayment schedules; managing and monitoring the loan portfolio; ensuring compliance with loan terms; and reporting on outcomes, disbursements, repayments, and overall community impact. The vendor will also provide technical assistance in financial management, governance, compliance, and fundraising, as well as guide the Local Partner through the CDFI certification process. Additional duties involve loan disbursement, monitoring and repayment processes, and supporting loan readiness for applicants. The engagement aims to facilitate the Local Partner's successful transition into a nonprofit CDFI and the long-term assumption of lending responsibilities.
