The government authority in New Castle, Delaware is seeking a vendor to provide retiree insurance plan services, specifically for Post-65 retirees. The objectives are to review alternatives to current fully insured Medicare Advantage plans for medical and prescription drug coverage, reduce agency costs, minimize disruption to retirees, and limit the administrative burden on HR.
Vendors must offer fully-insured medical and prescription drug benefits, considering Medicare Advantage or Medigap plans, with at least two plan options: a base and a buy-up, one of which should match the current base plan. Additional requirements include a web-based employee self-service portal enabling access to claims history, downloadable claim forms, ID card printing, eligibility certification, provider directories, communication materials, and a function for emailing custom service inquiries.
Interested vendors are expected to submit any questions by May 13, 2026. The contract term will be for three years. A mandatory pre-bid meeting will be held virtually via Teams on May 4, 2026.
