A government authority in Los Angeles, California is seeking a vendor to provide residential care services for eligible individuals who are homeless or unstably housed. The services are intended to offer short- to intermediate-term placement in licensed or supervised, noninstitutional, home-like settings for people who need assistance with activities of daily living, support in developing independent living skills, or a structured, recovery-oriented environment following substance use treatment.
The scope includes several service models. Residential Care Facilities for the Chronically Ill (RCFCI) must provide licensed, non-institutional group living facilities with 24-hour care and support for clients with significant health care needs. Transitional Residential Care Facilities (TRCF) must provide supervised interim housing for up to 24 months, along with supportive services that help clients transition to permanent housing and increased independence. Substance Use Disorder Transitional Housing (SUDTH) must provide interim housing and supportive services for up to 12 months for clients recovering from substance use disorder. The requirement also includes Emergency Rental Assistance (ERA), consisting of one-time or short-term financial support to address urgent housing-related crises and prevent homelessness.
