The selected vendor will develop a comprehensive strategic plan to guide the identification and implementation of utility-scale and brownfield renewable energy projects within the jurisdiction. This plan will assess opportunities for renewable energy development across greenfields (undeveloped lands) and brownfields (contaminated or former industrial sites), as well as other potential sites such as rooftops and urban spaces. The scope includes conducting a thorough barrier analysis within the current legal and policy framework, covering policy, regulatory, economic, and technical challenges and providing quantitative cost estimates.
The vendor will estimate the land requirements needed to meet renewable energy objectives for different site categories. A review and evaluation of existing agency programs and relevant literature related to renewable energy siting and development are required. Strategic recommendations will address policy and legislative actions, incentives, funding mechanisms, and comprehensive stakeholder engagement. The engagement process will include conducting workshops and focus groups with state agencies, local governments, utilities, community organizations, and industry representatives. The contract period will be one year.
