Rehabilitation Inspection Services

A government authority in Connecticut is seeking a vendor to provide comprehensive rehabilitation inspection and administrative services for a three-year contract period. The selected vendor will deliver both professional and technical support related to housing rehabilitation, ensuring effective implementation of program guidelines.

Key responsibilities include conducting property inspections to establish scopes of work, preparing detailed work specifications and cost estimates, managing project bidding, and performing inspections related to construction and payments. The vendor will also schedule and conduct initial inspections in compliance with Section 8 Housing Quality Standards, coordinate lead-based paint notifications and testing, and manage communication with the State Historic Preservation Office when required. Administrative duties encompass application intake, recruiting and verifying applicants, calculating loan-to-value ratios, performing title searches, and maintaining all necessary documentation and files.

Additional tasks involve preparing mortgage documentation, issuing notifications related to relocation or rehabilitation work, coordinating relocation efforts when hazardous material abatement is necessary, and processing payments. The vendor will be responsible for ensuring compliance with all program requirements and facilitating efficient project execution from initial application through project completion.
