A California agency is seeking a qualified consultant to assist with the implementation and ongoing support of a Regional Transportation Demand Management (TDM) platform. The consultant must possess expertise in deploying comprehensive, user-friendly TDM software systems that facilitate multimodal commuting options and promote the reduction of vehicle miles traveled.
The platform should enable users to explore various transportation alternatives—including transit, carpools and vanpools, bicycling, and walking—and support seamless connections between these modes. Key features must include multimodal trip planning, trip logging and verification, ride-matching, robust information access, reporting, and the management of incentive programs. The system should allow users to log trips, both single-instance and recurring, and offer mechanisms for trip verification beyond the traditional honor system, particularly for shared rides. Administrators must be able to create and manage incentive and subsidy programs such as Guaranteed Ride Home vouchers, vanpool incentives, and telework subsidies.
The scope of work also includes project administration and management, continuous development and monitoring, data integration, web-based site development and testing, as well as staff training. The consultant will be responsible for the live rollout of the platform, ongoing software maintenance, and technical support. Questions related to this project must be submitted by January 28, 2026.
