A county in California is seeking a qualified vendor to develop a comprehensive regional climate adaptation and resilience framework with the goal of enhancing transportation safety, equity, and sustainability. The framework should align with the county's strategic plan objectives, which include improving safety and public health, reducing transportation disparities in underserved communities, and building a more climate-resilient transportation infrastructure.
The selected vendor will be responsible for guiding the county's long-term resilience to climate change by promoting sustainable and accessible transportation systems. The framework will also support future funding opportunities for adaptation strategies and integration into the regional transportation plan and sustainable communities strategy. To ensure inclusive engagement, the vendor will develop and manage an online presence featuring a project website, interactive mapping tools, project surveys, and accessible documents. The website will enable the public to access project information, review event summaries or recordings, and submit feedback.
Adaptation strategies should be prioritized based on their system resiliency benefits and community needs, supported by relevant data, maps, graphics, and sustained public stakeholder outreach. The outreach strategy will focus on building community connections and promoting resource knowledge, including targeted efforts to engage disadvantaged populations. Additionally, the project will identify investment and adaptation strategies that contribute to economic development, improve community and responder safety during extreme events, and involve all residents—especially vulnerable groups—in shaping a shared vision for a climate-resilient transportation network.
