DESCRIPTION


The seeking agency requires the provision and support of a cloud-based law enforcement records management system (RMS) tailored for multi-jurisdictional operations. The RMS should enable real-time data access and sharing, comprehensive evidence management, and the creation, editing, viewing, archiving, and management of incident reports. Additional required features include automated case number assignment, detailed case status tracking (open, active, closed, suspended), and digital evidence attachment capability, encompassing photos, documents, and videos.

A complete solution is expected, covering personnel, hardware, software, training, licensing, implementation, storage, materials, and supplies. The vendor will be responsible for all aspects of the solution unless otherwise specified in the contract, including ongoing maintenance support for all software and hardware components.

The RMS must also offer offline data collection features with subsequent synchronization, minimizing paper-based processes. It should provide the capability to expunge cases, individuals, and data in compliance with court orders. The system is intended to manage complex criminal and administrative cases, including those involving use of force and response to resistance incidents.
