North Carolina is seeking a qualified vendor to provide a modern, integrated, and scalable records and jail management system to support law enforcement operations and detention center management. The desired solution should offer a unified or modular Records Management System (RMS) and Jail Management System (JMS), with seamless integration between components. Flexible deployment options are required, including on-premises, cloud-hosted, cloud-native, or hybrid environments, and the system must feature a browser-based user interface with mobile access and robust, well-documented APIs.
RMS functionalities should include incident and case management, master indices for names, vehicles, locations, and property, property and evidence tracking, officer activity and use-of-force tracking, analytical dashboards, CAD integration with Hexagon OnCall, legal process management, fee collection with daily deposit tracking, employee training and certification tracking, and quartermaster inventory management. JMS capabilities should encompass inmate intake, booking, classification, release, housing management, jail diversion and re-entry program management, medical and mental health documentation, trust account and commissary management, inmate property tracking, and visitation scheduling.
The contract will require complete data migration from Central Square One Solution, including clean mapping, validation, and the preservation of historical records. Maintenance and support expectations include 24/7 technical support, a dedicated account manager, regular software patches and version upgrades, service level agreement-based availability, and performance reporting.
