This RFP seeks a vendor to provide real-time drinking water monitoring network update services for the state of Michigan. The scope of work includes configuring or procuring a secure, web-based data platform that can receive, store, and display monitoring data from participating drinking water treatment plants. The monitoring data access website will act as a centralized platform to support early warning, situational awareness, coordination among utilities, and long-term program management.
Responsibilities also involve supporting the ongoing operation of the monitoring network through coordinated maintenance, calibration, and stakeholder meetings. The selected consultant will develop a network-wide calibration and maintenance plan, deliver training and on-site demonstrations for plant operators, and coordinate with equipment vendors on repairs, warranty claims, and replacements. Cybersecurity and data protection measures consistent with industry best practices for drinking water utility infrastructure must be implemented.
The vendor will manage data visualization and functionality, historical data storage and export, system configuration, testing, and launch. Additionally, a public-facing, mobile-responsive website for the drinking water monitoring program will be developed to ensure accessibility across common web browsers.
