DESCRIPTION

A government authority located in Los Angeles, California is seeking a vendor to provide readiness enhancement professional services. The selected vendor will be responsible for designing, developing, and delivering comprehensive Incident Command System (ICS) and agency training programs. These programs should prepare agency staff as well as key internal and external stakeholders to fulfill their roles effectively during emergency incidents and planned events.

Responsibilities include designing a standardized training curriculum, developing PowerPoint presentations, and creating evaluation tools. The vendor must deliver two eight-hour, instructor-led training sessions—one virtual and one in-person—and prepare all necessary training materials, including scenario-based activities and exercises. Content should emphasize practical application, discussion, and exercise-based learning tailored to agency activation for both emergencies and planned situations. Following training, the vendor must provide post-training meeting notes that summarize outcomes, observations, and recommendations for ongoing improvement.

A virtual pre-bid planning meeting is scheduled for May 8, 2026.
