The Eastern Oklahoma VA Health Care System (EOVAHCS) is seeking to procure mammography tracking software to support the establishment of a comprehensive breast program at the Tulsa Health Care Clinic. This software will enhance patient management and follow-up, ensure compliance with the Mammography Quality Standards Act (MQSA) and American College of Radiology (ACR) standards, and streamline workflow for radiologic technologists and administrative staff. The platform is intended for use with Veteran patients requiring mammography services at the Ernest Childers VA Outpatient Clinic.
Key features required include thorough patient management capabilities, the ability to track prior imaging history and risk factors, exam logging with BI-RADS tracking, and automated reminders for follow-up with both patients and providers. Compliance and reporting features are essential, with the necessity to generate audit-ready reports and monitor outcomes for ongoing quality improvement. The solution should integrate seamlessly with VISTA Radiology Information Systems (RIS), AGFA EI PACS, CPRS Electronic Health Records, and support HL7 or DICOM standards.
The software must provide secure, role-based access controls in line with HIPAA requirements, deliver analytics and dashboards for regulatory and operational reporting, and include services for implementation, configuration, interfacing, and project management. Annual support and maintenance are expected, encompassing upgrades, 24/7 support, and report customization. Onsite work will not be performed on federal holidays as specified in the contract terms. The contractor will supply all necessary equipment and services, operate independently of government supervision, and adhere to all conditions and responsibilities outlined in the Statement of Work. Oversight will be provided by the designated Contract Officer Representative (COR), who will monitor contract performance and technical compliance.
