The desired solution must include Computer-Aided Dispatch (CAD), a Records Management System (RMS), and mobile field reporting capabilities, functioning as the centralized digital platform for all dispatch activities, patrol operations, and law enforcement records.

Key requirements include integrated GIS mapping for unit and incident tracking, real-time monitoring of unit status and call histories, and support for configurable call types and priority levels. The system should maintain a master index for persons, vehicles, addresses, and organizations, enable comprehensive incident and offense reporting with narrative and file attachment options, and support arrest, booking, crash, and citation records. Secure system access via authentication and encryption, multi-factor authentication support, and live access to both dispatch updates and historical data are essential. Field-based reporting with multimedia attachment capability is required.

The solution must be secure, scalable, and modern, enhancing officer efficiency and information accessibility, while fully complying with federal, state, and institutional IT standards. Additional requirements include project management support, assistance with system configuration and setup, redundant and geographically dispersed data centers, and end-to-end data encryption.
