SUMMARY

Seeking vendor for multi-factor authentication implementation and support for public safety agencies in Pennsylvania.

DESCRIPTION

Public safety agencies in Pennsylvania are seeking a qualified vendor to implement and support a multi-factor authentication (MFA) solution. The proposed MFA solution must be compatible with the existing Absolute Secure Access Mobility VPN software in use. Vendors are expected to supply all required licensing and hardware to support approximately 2,000 users, along with options for future scalability. Detailed pricing should be submitted, clearly itemizing costs for hardware, software, and managed services.

Comprehensive support is essential, including 24/7/365 help desk assistance capable of handling all aspects of account, password, and MFA-related user management issues. Support services should, where available, include text-based chat or SMS options. Vendors must also ensure secure methods for validating user identities during help desk interactions and for the transmission of new passwords to telecommunicators and law enforcement officers following manual resets. Additionally, a sample cyber security incident response plan specific to MFA incidents should be provided as part of the submission.

Questions regarding the proposal must be submitted by January 27, 2026.
