The government authority in Moab, Utah seeks a vendor to conduct a feasibility study for developing a new or significantly renovated public safety complex. The study will evaluate the project's financial and physical viability, providing essential baseline data to inform decisions regarding the facility and funding avenues. Key elements include confirming access and capacity for utilities such as water, sewer, power, and natural gas, evaluating road access and traffic capacity, ensuring zoning compliance or feasibility of zoning changes, and assessing topography and geotechnical suitability.
Environmental constraints and expansion potential for a minimum 30-year horizon must also be considered, including infrastructure capacities to support an expanded inmate population. The study will require preliminary geotechnical assessment—starting with desktop analysis and existing data review, and advancing to field investigations if necessary—as well as utility capacity confirmations and preliminary traffic impact assessments. The information produced must enable the subcommittee and Commission to make fiscally responsible choices regarding the project's progression and associated tax implications.
The contract period for this engagement will be one year.
