DESCRIPTION

The government authority in Springfield, Missouri seeks a vendor to conduct a comprehensive study of Public Safety Answering Point (PSAP) staffing, workload, efficiency, and workforce sustainability. The study will require analysis of historical and current call volume data—including emergency, non-emergency, administrative calls, radio traffic, and ancillary workloads—to identify workload drivers beyond raw call counts, such as call complexity, multitasking, interruptions, and cognitive demands.

The scope includes evaluating current and authorized staffing levels, filled and vacant positions, minimum staffing standards, deployment models, supervisory coverage, relief factors, and support position efficiency. The successful vendor will map end-to-end workflows for all PSAP functions to pinpoint inefficiencies and bottlenecks while assessing the impact of multitasking and non-call-related duties on overall efficiency.

Additional requirements include reviewing PSAP’s training and onboarding practices, time-to-competency, recruitment methods, hiring timelines, compensation, benefits, incentives, and career progression in comparison to similar agencies. The study will also examine current technology systems and recommend opportunities for technology-enabled improvements, such as automation, workflow optimization, and the adoption of emerging technologies like artificial intelligence.
