The government authority in Adelanto, California seeks to establish a public–private partnership with a strategic partner to deploy commercially viable green hydrogen production at scale. The selected partner should be able to support regional and port-related decarbonization mandates and play a leading role in developing a broader green industrial ecosystem.
The initiative aims to attract advanced manufacturing, energy technology firms, and enhance workforce development. The project will focus on supplying clean hydrogen to heavy marine, port-adjacent, and heavy-duty transportation customers, with a plan for phased expansion based on offtake demand. Proposals must include a comprehensive technical submission covering the entire hydrogen production value chain, expected production capacities (in kilograms per day and tons per year), and strategies for managing and utilizing oxygen and other byproducts.
Additional requirements include a robust cybersecurity and operational resilience framework, a comprehensive maintenance and lifecycle strategy, and an advanced approach to water sourcing, treatment, purification, and reuse, with estimated water consumption per kilogram of hydrogen produced. The deadline for questions regarding this RFP is March 30, 2026.
