The Illinois Office of Planning and Programming is seeking consulting services to develop and implement a comprehensive public participation plan for transportation planning initiatives. The selected vendor will provide expertise in outreach strategy, stakeholder engagement, and project management to enhance agency processes and public involvement.
Key responsibilities include reviewing current agency outreach procedures and protocols, benchmarking activities and standards against peer agencies, and facilitating working groups with both internal and external stakeholders. The consultant will also be tasked with creating updated outreach policies, developing training plans to build consensus among staff, and establishing new guidance to improve public engagement.
Additionally, the scope includes organizing and managing stakeholder input sessions in collaboration with the offices of Communications and Planning and Programming. The vendor will also oversee project management functions, such as coordinating progress meetings, managing schedules, assigning tasks within the team, and tracking project action items. Data collection and analysis of current outreach standards and practices will be integral to informing recommendations and outcomes.
