Public Outreach and Marketing Services

A public agency in California is seeking a qualified vendor to provide public outreach and marketing services for the 241/91 Express Connector project. The selected consultant will be responsible for developing and implementing a comprehensive public outreach and marketing plan, including a detailed schedule of activities with milestones, deliverables, and clear assignment of tasks.

Key responsibilities include designing and executing data-driven educational campaigns with tracked performance metrics during both construction and post-construction phases. The goal is to clearly communicate operational changes and benefits of the new connector to ensure a smooth transition for all drivers. The consultant will create a promotional plan to drive awareness, utilizing a provided Project brand kit with established logos, messaging templates, and style guides.

Additional services required include managing the Project microsite—handling content updates, SEO, and GEO application—necessitating experience with Umbraco or equivalent website management systems. The consultant will support the agency’s communications by drafting copy for web pages, social media, and email, developing visual assets, and engaging with public inquiries through various channels. Monitoring, responding, and cataloging comments from public meetings, social platforms, and direct correspondence are also essential tasks. The contract term is four years.
