DESCRIPTION


The selected vendor will provide comprehensive public education and community outreach services for a one-year contract period. Responsibilities include strategic campaign planning such as conducting an initial landscape analysis of public sentiment, demographic data, and geographic aspects across the county, along with SWOT analysis and identifying key marketing opportunities. The vendor will define messaging, target audiences, success metrics, and coordinate with trusted local stakeholders including civic organizations, chambers of commerce, school districts, business leaders, and municipal liaisons.

Creative services encompass developing factual and consistent messages relating to previous sales tax projects, as well as producing print collateral (brochures, fact sheets, mailers), video or multimedia content, and presentation materials. Digital outreach includes creating and executing advertising strategies, managing social media and email communications, and monitoring digital engagement metrics throughout the campaign.

The vendor will also execute media relations strategies, including generating earned media coverage, and managing op-ed placements and letters-to-the-editor. Paid media planning covers radio, digital, print, and out-of-home channels, as well as managing media buys and campaign optimization. Community engagement efforts require establishing a speakers’ bureau to place community messengers at key groups and organizing informational meetings and forums in diverse county locations.

A non-mandatory pre-bid meeting is scheduled for April 30, 2026, and all questions pertaining to the RFP must be submitted by May 5, 2026.
