Public Art Service

Oklahoma seeks an artist or vendor to design, fabricate, and install a public art piece, including completion of required artworks and associated documentation.

Review all RFP documents and agreements before submission.
Submit proposals electronically via the designated bidding system.
Register with the Electronic Bidding System.
Adhere to all submission deadlines.
Ensure all handwritten entries are legible.
Upload all proposal documents in PDF format.
Submit exceptions as a PDF document labeled "Exceptions".
Provide a Letter of Authorization if not legally authorized to sign.
Comply with the Oklahoma Open Records Act regarding confidential information.
Artist must be at least 18 years of age.
Finalists are required to attend an in-person site visit.
Applicants must be available for scheduled meetings and events.
Combine all submission materials, including images, into a single file.
Include artist names, roles, contact information, and references.
Submit an artist statement (500 words or less).
Provide relevant life or educational experience (250 words or less).
Offer backstory or insight into selected image submissions (250 words or less).
Include up to eight representative images (max 1MB each) with detailed descriptions.
Identify a local Project Representative (within 120-mile radius) for project contact and site needs.
Artist retains copyright, but the City holds ownership and possession of the Work.
The Work must be original, free of liens, and not infringe on copyrights.
The Work must be unique and an edition of one.
Provide a 3-year warranty against defects in workmanship and materials.
Submit a detailed Maintenance Plan within 30 days of final acceptance.
Furnish a Certificate of Insurance before installation.
Submit monthly Progress Reports by the 5th business day.
Submit a Final Report upon fabrication completion.
Provide high-quality photos of the work in progress and after completion.
Comply with all applicable federal, state, and local laws, ordinances, and regulations.
Maintain Worker's Compensation, General Liability, Automobile Liability, and Transit Insurance.
Provide engineering drawings stamped by an Oklahoma licensed engineer.
Avoid the use of hazardous materials.
Remove all equipment and waste materials after installation.
Cover all mailing, shipping, transportation, travel expenses, and applicable taxes.
Adhere to non-discrimination and non-collusion policies.
Obtain approval for all collaborators, makers, or fabricators.
Sign a VARA waiver as specified in Exhibit H.

A public art service is being sought in Oklahoma, requiring the selected artist or vendor to complete drawings and specifications to be reviewed by an arts planner. The artist's conceptual design report forms a part of the project and will guide the process.

Upon approval of all plans, the fabrication of the artwork may commence. The selected artist will also be responsible for the installation of an art identification marker as part of the full implementation. Questions regarding the project must be submitted by April 8, 2026.
