The City of Baltimore is seeking experienced public and media relations consultants or agencies to develop and implement a comprehensive communications strategy. The selected consultants will be responsible for enhancing the city’s national visibility and strengthening local public relations and community engagement initiatives.
Responsibilities include crafting strategic messaging and story development, with a focus on translating complex economic, demographic, and development data into compelling narratives. Consultants must utilize data-driven storytelling to build persuasive business cases for Baltimore. A key component of the work involves the creation and execution of integrated digital communications strategies across various social media platforms, targeting key audiences such as young professionals, entrepreneurs, and investors. Content strategies should highlight Baltimore's authentic culture, innovation ecosystem, and favorable business environment.
Additional requirements include tracking outreach efforts and earned media coverage, providing regular performance reports with clear KPIs related to visibility, message penetration, and audience engagement. The consultant must also be equipped to offer 24/7 rapid response services to address emerging issues or negative publicity. The contract will be for a period of two years.
