DESCRIPTION


The Department is seeking a vendor to provide access to a cloud-based, externally hosted Open-Source Intelligence (OSINT) and digital threat monitoring platform. The solution must aggregate, correlate, and analyze publicly available information, delivering continuous, real-time threat identification and alerting to support protective intelligence and executive protection operations.

Key requirements include continuous monitoring of potential threats to one protected subject, with an option to scale to additional subjects as operational needs evolve. The platform must assess the subject’s digital footprint, associated assets, and upcoming travel, while enabling proactive threat identification and monitoring across social media, digital and traditional media, surface web, deep web forums, and dark web environments.

The SaaS platform should require no on-premises infrastructure, offer scalable subject support and subscription models, and deliver automated real-time alerts to executive protection personnel. Additional features include impersonation and exposure detection, geospatial or asset-level correlation, and rapid assessment of incidents. Vendors must provide comprehensive security and compliance documentation to support IT security review processes.
